It is thought that Tomax and Xamot were born into a mafia family on either Corsica or Sicily. It is also understood that an internal family feud led to the Twins fleeing their island home and joining the French Foreign Legion Paras in Algeria before the officers Putsch. They honed their mercenary skills in the bush wars of Africa and South America. They also performed assassinations for the CIA in Vietnam and South America.
However, they were too bright to stay soldiers forever. Having made substantial amounts of money during their mercenary days, they went to Zurich, Switzerland, and became bankers. They dealt on the International stock market, traded in gold, and were believed to have financed a number of coups and illegal arms shipments to embargoed countries.
But the ins and outs of international finance proved to be too haphazard for their tastes. They preferred a situation they could control. The Twins organisation had secretly loaned money to COBRA as payment for several illegal arms shipments from Destro's M.A.R.S. (Military Armaments Research Systems) corporation. COBRA Commander was so impressed by the expertise of Tomax and Xamot that he offered them a place in his organisation. They accepted and headed COBRA's legal department. Their vast knowledge of international law and finance has been put to good use, resulting in, for instance, the legal status of COBRA Island.
Although still very capable soldiers, most of their battles were fought in executive boardrooms where they could wound with the law and kill with the money they loaned. Their fighting skills are reflected by the fact that they were given command over COBRA's elite Crimson Guards special force. The Twins are identical, save for a scar on Xamot's face. The brother's share a psychic bond, allowing them to communicate telepathically, and see through each other's eyes. This uncanny ability also causes them to have a heightened sense when one of them is inflicted with pain, or in peril. They're closeness in thought is often reflected when they finish each other's sentences as if it were natural.
The Twins earliest mission was managing the Cobra undercover troop and equipment mover, the Arbco Bros. Circus. The Joes infiltrated the circus using a balloon van, and uncovered Tomax and Xamot, along with their Crimson Guard. Tomax battled Flint high atop a roller-coaster, and together with Xamot, was forced to flee as the Joes overcame their forces. The Twins traced the balloon van back to the house of a girl named Candy whose father was a top ranking Crimson Guard, and high ranking scientist for COBRA, Professor Appel. The Crimson Twins escaped the Joes along with Professor Appel and rendezvoused with Cobra Commander.
From an undersea base in the Gulf of Mexico, within a sunken freighter, Professor Appel revealed his plan before the Twins, Cobra Commander and Zartan. Luring the Joes into setting off a large explosion near the sea bed and aggravating the faultline. Only hours later COBRA Island was formed as a chunk of land mass was uplifted to the surface. The Crimson Twins and their lawyers stormed every embassy along the Gulf's perimeter and laid claim to the island in the name of COBRA.
The Twins saw a chance at revenge when they found Flint parachute down before them. They subdued Flint taking him captive, but along with Mindbender discovered he was in reality Snake-Eyes in disguise. The Joes helped the freedom fighters in capturing the Terror-Drome, from Tomax and Xamot, and dismantling the bombs they had set to blow it apart to keep its secrets from them. The Joes took the Terror-Drome apart and transported it out of Sierra Gordo, Tomax and Xamot unable to stop them.
With the arrival of the imposter Cobra Commander, Fred VII, Tomax and Xamot remained allied to Serpentor. After the COBRA civil war and Serpentor's death, the Twins stayed out of sight for a time, but continued to handle much of COBRA's financial business.
Shortly after the return of the original Cobra Commander, the Twins were put in charge of an operation in Trucial Abysmia, in the middle east. The COBRA client state was waging a war on their neighbor, the Emirate of Benzheen, with COBRA's aid and advise. They captured a group of Joes that had been spying on their operation and made a fatal misinterpretation of an order given by the Commander to "get rid of them."

Tomax and Xamot became Cobra Commander's personal assistants, but after the Commander's disappearance along with Destro the Twins shifted their service to Serpentor. One of their first missions for the new leader, was in Sierra Gordo, where they helped establish the Terror-Drome defense outposts for COBRA's latest clients; a totalitarian dictator wishing to suppres the freedom fighters in the Sierra Gordo civil war. Along with Dr Mindbender and the Baroness they battled the Joes.
Tomax and Xamot have had little involvement with COBRA in the last few years. There current status is unknown, but they are presumed to still be operating COBRA's finances and legitimate business.
